Legally, companies have to file public notice roughly sixty days before a large layoff.

Why it is a talent acquisition signal
Check the layoff type before you work a filing. There are two kinds and they are worth very different things.
A structural cut trims the bottom of the performance curve across the whole company. The talent density in that group is usually poor.
A department or a site closing is the opposite. A whole function goes at once, the strong performers with it, and they all reach the market on the same day. That is a pool of good people available cheap, and you can approach them directly before anyone else knows they are available.
It reads in reverse too. A company that just filed is a company to stop pitching recruitment services to.
